Abstract

In many remote areas, roads are subjected to heavy traffic, such as access routes to mining sites, agricultural production centers, and ports. However, constructing conventional hot-mix asphalt pavements in these regions is often constrained by the absence of Asphalt Mixing Plants (AMPs). This study presents the development of Cold Paving Hot Mix Asbuton–Semi-Rigid (CPHMA–Semi-Rigid), a cold-laid Asbuton mixture designed with approximately 20% air voids that are subsequently filled with cement mortar to form a dense semi-rigid pavement layer. Marshall testing was conducted at a testing temperature of 60 °C after curing periods of 4, 7, and 14 days. The Marshall characteristics, including stability, flow, volumetric properties (VIM, VMA, and VFB), and residual stability, were evaluated and compared with the requirements for modified hot-mix asphalt specified in the General Specifications for Highways (Bina Marga 2018 Revision 2). The results showed that Marshall stability increased from 1,487 kg after 4 days to 1,570 kg after 7 days and 2,318 kg after 14 days, all exceeding the minimum specification of 1,000 kg. The mixture also exhibited satisfactory volumetric characteristics and acceptable flow values, although residual Marshall stability remained below the specified requirement. These findings indicate that CPHMA–Semi-Rigid has the potential to be applied as a pavement alternative for heavy-traffic roads in remote areas based on its Marshall performance. In addition, the dense mortar-filled structure is expected to reduce water infiltration, although permeability performance was not directly evaluated in this study.
