Abstract

The Jl. Raya Labuan–Pandeglang / Jl. Raya Cibiuk intersection in Pandeglang Regency is a four-arm, four-phase signalized intersection (APILL) that experiences traffic congestion during the evening peak hour (16:00–18:00 WIB). This study analyzes the intersection performance using the 2023 Indonesian Highway Capacity Guidelines (PKJI 2023) based on field survey data. The intersection operates with a cycle time of 185 seconds and a total lost time (WHH) of 24 seconds. The highest traffic flow occurs at the Southern approach (Jl. Asia Raya) at 927.5 passenger car units per hour (pcu/hour) under protected conditions, dominated by right-turn movements (RBKa = 0.80). Analysis results show that the Southern approach has the highest degree of saturation (DS = 0.89), exceeding the PKJI 2023 threshold of 0.85, with a queue length of 78 m and an average delay of 45 seconds/pcu (Level of Service D). The Western approach (Jl. Soetoyo) also approaches saturation with DS = 0.79, queue length 61 m, and delay 37 seconds/pcu. The average intersection delay is 34 seconds/pcu (LOS D). To improve intersection performance, the main recommendations are: optimization of the signal cycle time, redistribution of green time between phases, and management of the dominant right-turn movement at the Southern approach.
