Abstract

Traffic congestion in educational areas is one of the problems that occurs due to the increasing volume of vehicles and high student drop-off and pick-up activities during peak hours. This study aims to analyze traffic characteristics, evaluate the performance of the National Road III section in front of SMPN 3 Kota Cilegon based on the Indonesian Road Capacity Guidelines (PKJI) 2023, compare the analysis results with PTV VISSIM simulations, and formulate alternative congestion management. The study uses a quantitative descriptive method with primary data collection through a survey of vehicle classification, traffic volume, vehicle speed, side obstacles, and road geometry during school drop-off and pick-up hours. The analysis was conducted using PKJI 2023, while traffic conditions were modeled using PTV VISSIM. The results showed that traffic volume during peak hours reached 5,054.60 skr/hour. The high activity of vehicles entering and leaving the school, vehicles stopping to pick up and drop off passengers, and pedestrian activity caused side obstacles to be categorized as very high, thus reducing road performance. Based on the 2023 PKJI analysis, the road section capacity is 4,017.55 skr/hour, the average speed is 64.92 km/hour, and the degree of saturation (DJ) is 1.26, which indicates that the traffic volume has exceeded the road section capacity so that traffic conditions are in a saturated state with a Level of Service (LOS) of F. The PTV VISSIM simulation results show a traffic volume of 5,012.00 skr/hour. Based on the results of the road section capacity of 4,000.00 skr/hour, the average speed is 62.80 km/hour, the average delay is 40.60 seconds/vehicle, the queue length is 91.80 m, and LOS F during peak hours. The results of the study indicate that PTV VISSIM is able to represent existing traffic conditions well and can be used to support the 2023 PKJI analysis in evaluating road section performance and preparing alternatives for handling congestion in educational areas.
