Riverside settlements in Pangkalan Bun City, West Kotawaringin Regency, Central Kalimantan, face persistent waste-management problems associated with dense housing along the Arut River and limited collection and treatment infrastructure. This study formulates a site-specific integrated waste-management model based on community participation for riverside settlements. A mixed-methods approach combined a structured survey of 100 households, in-depth interviews, field observations, household waste-generation measurements, focus group discussions, and participatory rural appraisal. The results indicate that 44% of households dispose of waste directly into the river, 23% burn it, and 33% use temporary disposal facilities. Community participation remains low to moderate, particularly in source separation (28% in the high category) and organic-waste composting (18% in the high category). The proposed model integrates five components: source separation, communal waste banks, communal composting, riverside 3R waste transfer stations, and continuous community education. Under the stated participation and infrastructure assumptions, the model is estimated to have the potential to reduce river-bound waste by 65–78% during the first two years and to provide indicative household income of IDR 85,000–150,000 per month through the waste-bank mechanism. These figures are scenario-based estimates rather than observed implementation outcomes; therefore, pilot testing and field-based validation are required before the model’s effectiveness and scalability can be confirmed.
