ANALISIS PERAN BAWASLU TERHADAP PELANGGARAN PEMASANGAN ALAT PERAGA KAMPANYE PADA PEMILU 2024 DI KOTA CIREBON

Pemasangan Alat Peraga Kampanye (APK) merupakan salah satu instrumen penting dalam pelaksanaan kampanye pemilu yang berfungsi menyampaikan visi, misi, dan program peserta pemilu kepada masyarakat. Namun, dalam praktiknya, pemasangan APK sering menimbulkan berbagai pelanggaran terhadap ketentuan peraturan perundang-undangan, baik yang berkaitan dengan lokasi, tata cara pemasangan, maupun kepatuhan terhadap regulasi daerah. Fenomena tingginya pelanggaran APK pada Pemilihan Serentak Tahun 2024 di Kota Cirebon menunjukkan adanya persoalan dalam efektivitas penegakan hukum pemilu dan koordinasi antar lembaga pengawas. Berdasarkan kondisi tersebut, penelitian ini bertujuan untuk menganalisis bentuk pelanggaran pemasangan APK serta mengkaji efektivitas penegakan hukumnya oleh Bawaslu Kota Cirebon. Penelitian ini menggunakan metode penelitian hukum empiris dengan pendekatan kualitatif. Data diperoleh melalui wawancara dengan penyelenggara pemilu, observasi lapangan, dan studi dokumentasi yang dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa pelanggaran APK masih didominasi oleh pemasangan pada lokasi yang dilarang dan pelanggaran terhadap ketentuan Peraturan Daerah. Penegakan hukum telah dilakukan melalui mekanisme pencegahan, penertiban, dan koordinasi lintas lembaga, namun efektivitasnya belum optimal akibat rendahnya kepatuhan peserta pemilu, keterbatasan pengawasan, serta belum maksimalnya koordinasi antar pemangku kepentingan. Oleh karena itu, diperlukan penguatan regulasi, pengawasan, dan kesadaran hukum peserta pemilu untuk mewujudkan kampanye yang tertib dan berintegritas.
