ANALISIS KEBIJAKAN DAN PRAKTIK PEMENUHAN HAK PENDIDIKAN INKLUSI UNTUK PENYANDANG DISABILITAS DI KOTA CIREBON BERDASARKAN PERDA NOMOR 10 TAHUN 2023

Penelitian ini bertujuan untuk mengkaji Pemenuhan Hak Pendidikan Bagi Anak Penyandang Disabilitas di Kota Cirebon menurut judul tersebut, khususnya dari tinjauan Peraturan Daerah Nomor 10 Tahun 2023 tentang fasilitasi dan perlindungan bagi penyandang disabilitas di Kota Cirebon, dan menjawab pertanyaan pertanyaan yang dirumuskan yaitu: Bagaimana pengaturan hak penyandang disabilitas atas hak Pendidikan di Kota Cirebon. Bagaimana Upaya yang dilaukan oleh pemeritan kota Cirebon dalam pemenuhan hak penyangdang disabilitas atas hak Pendidikan di kota Cirebon. Serta bagaimana akses dan partisipasi anak penyandang disabilitas dalam mendapatkan Pendidikan di Kota Cirebon dalam upaya penting untuk mewujudkan kesetaraan dan keadilan dalam pendidikan. Penelitian ini menggunakan metode normatif empiris dengan pendekatan penelitian studi kasus. Data yang dikumpulkan dengan wawancara, observasi, dokumentasi kemudian dianalisis dengan metode analisis deskriptif. Penelitian menunjukkan bahwa akses pendidikan bagi anak berkebutuhan khusus di Kota Cirebon telah meningkat berkat upaya pemerintah dalam meningkatkan fasilitas, melatih guru, dan mensosialisasikan kebijakan. Hal ini sejalan dengan Peraturan Daerah Nomor 10 Tahun 2023 tentang fasilitasi perlindungan penyandang disabilitas. Meskipun demikian, masih terdapat tantangan seperti kurangnya fasilitas yang memadai dan pemahaman masyarakat yang perlu diatasi untuk mencapai inklusivitas penuh sesuai dengan mewujudkan kesetaraan dan keadilan dalam pendidikan.
