JURIDICAL REVIEW OF THE IMPLEMENTATION OF POLICE REGULATION NUMBER 10 OF 2025 IN THE IMPLEMENTATION OF POLICE DUTIES

The development of public governance requires the Indonesian National Police (Polri) to perform its duties professionally, accountably, and in accordance with the rule of law. One of the efforts to strengthen governance is reflected in the Regulation of the Indonesian National Police Number 10 of 2025 concerning members of the Indonesian National Police assigned outside the organizational structure of the Police. This regulation aims to provide legal certainty regarding the assignment mechanism, supervision, career development, and accountability of police officers serving outside the institutional structure. This study aims to analyze the implementation of Police Regulation Number 10 of 2025 in policing activities and evaluate its effectiveness based on the principles of legal certainty, utility, and justice. This research employs normative legal research using statutory and conceptual approaches. The legal materials consist of primary, secondary, and tertiary legal sources analyzed qualitatively. The results indicate that Police Regulation Number 10 of 2025 provides a clearer legal framework regarding the assignment of police personnel outside the institutional structure, thereby enhancing professionalism, accountability, and effectiveness in law enforcement. Nevertheless, several challenges remain, including inter-agency coordination, regulatory harmonization, supervision, and career management of police personnel assigned outside the police organization. Therefore, strengthening supervisory mechanisms, harmonizing regulations, and improving institutional coordination are essential to ensure professional and accountable policing.
