TINGKAT PENGETAHUAN PEGAWAI PELAKSANA PENGADAAN TENTANG PERPRES NOMOR 70 TAHUN 2012 PADA SKPD DI LINGKUNGAN PEMERINTAH KOTA CIREBON

Abstrak

The procurement of government goods / service process is one of the vital activities are
closely related to the management of state finances. The necessity to measure the level
of knowledge of employees due to implementing all SKPD obliged refer to the latest
regulations of Peraturan Presiden (Perpres) Nomor 70 Tahun 2012, that requires
every employee to know and understand the procurement regulations. Because, in
which there are many significant changes made by the government in order to
accelerate the process of absorption of goods and capital spending both national and
local. This study is basic research with quantitative descriptive method. The
questionnaire was distributed to 276 respondents. The sample of 154 remaining 122
refused to fill out the questionnaire, there are institutions in which there are no
procurement committee, there are fields that are incomplete, and missing. Measuring
the level of knowledge based on categories defined by Arikunto (2006). Respondents
were classified into four categories based on the experience of the respondents, the
Procurement Committee, had attended training Goods / Services or has not been, and
was certified Expert Procurement or not. Based on the overall results of the answers
obtained value - average of 71.217%. While based on the classification of the
respondents obtained value - average of 71.033%. It can be concluded that the level of
employee knowledge is executing in enough category in the range of 56% - 75%. This
indicates that the level of knowledge respondents have the same capacity to understand
Presidential Decree No. 70 of 2012. Though ideally with a different experience, level of
knowledge is also different. With these results the government is expected to be able to
evaluate the training and certification that has been done.
