IMPLEMENTASI KEBIJAKAN PROGRAM PENANGANAN PENGEMIS GELANDANGAN ORANG TERLANTAR DAN PSIKOTIK JALANAN DI KOTA CIREBON

Abstract

One of the problems related to social problems that have an impact on the disruption of public order and peace of society in border areas, including in the area of Cirebon City is Beggars, Homelessness, Displaced People (PGOT) and Street Psychotics. Efforts to handle the problem of beggars, homeless people, neglected people (PGOT) and street psychotics in the city of Cirebon aims to find out how the implementation of policies related to the regional apparatus which are executors and policy makers, especially the handling of homeless beggars and street psychotics such as providing services and providing guidance to homeless beggars and street psychotics, coordinating with related institutions handling street homeless beggars and street psychotics, so that it can be clearly identified factors that influence policies such as communication, resources, disposition, and bureaucratic structures. The research method used in the research is descriptive analysis using a qualitative approach with in-depth interviews, direct observation, and literature study. The field study was carried out through interviews with authorized officials / agencies on matters relating to the implementation of policies on the handling of homeless beggars and street psychotics. The results showed that the implementation of PGOT and Psychotic Street handling policies involved issues of social services, health services, population administration services and maintenance of peace and public order services.
